Abstract

Peace and harmony are the order words that synthesize the periritu of what the Heisei Era of the current emperor of Japan, Akihito, wants to be. Choosing these words could be the result of the calculation and reasoning of the Japanese ruling class, in relation to a long-term option, since, in our opinion, they summarize well the essentials of the Comprehensive National Security (SNC) doctrine. In the brief description that follows, we will be guided essentially by the work of the important researcher Victor Kerber. It is appropriate to say that here we are not going to delve into the discussion of the SNC, Japan, basins (Amazon and Pacific) or the Andes.
