Abstract

According to the 1993 Population Census, Cajamarca is the fourth most populous department, one of the poorest at the national level and one of those with the largest rural population employed in agricultural activity. Perhaps for this reason, the most important development proposals for Cajamarca have had the axis of sustainable development for the department. The reality of Cajamarca shows us, however, that these proposals, while vital, are not enough to achieve departmental economic growth, reduce poverty and stop the exodus and migration of its human resources.
