Abstract

Before I begin, I would like to thank the IPA for granting me this opportunity to initiate the study topics of the Social Week "South Andean: problems and alternatives." I hope that my reflections are useful, even if my opinions, my analysis, do not necessarily have to be approved or accepted. I also hope that the proposed issues will motivate debate, discussion, and analysis, because I know that Social Week is important and even urgent to ratify —I won't say create because social weeks don't invent things— but ratify ways or innovate paths for the Andean South and, through the Andean South, for all of Peru.
