Abstract

Two years have passed since the first request, two years of permanent visits to offices, delivering memorials, project justifications, etc. These two years have also been turbulent in terms of national politics and agrarian policy. The last years of the government of F. Belaúnde Terry, tireless in harming the Peruvian peasantry, and the change towards the revaluation of the peasantry, especially from the mountains, with the government of Alan García. With this article we want to recount the dialogue between Pacchanta and state and intergovernmental institutions, but also the process that Paccahnta underwent, detecting his own internal possibilities and weaknesses through the discussion about the need and future use of an irrigation canal. .
