Abstract

A promising year was not 1822 for the inhabitants of the central highlands. As the third anniversary of the start of the war approached, Chile controlled the sea; the Perano army had been destroyed and after the debacle of San Juan and Miraflores, the capital had been occupied. Even more, the ignorance of Piérola as an interlocutor to negotiate peace, by the Chilean high command, had opened the way for the civilistas to name a new government that, initially repudiated by the whole country, had finally been accepted thanks, mainly, to the intense activity displayed by the American minister Mr Hurlbut.
