Abstract

For this article, I have decided to paraphrase the title chosen for a highly publicized book presented by the World Bank (WB) at the beginning of 2006 and whose editor is Daniel Cotlear. The title of chapter four of this publication is even more provocative: "Pro-Poor Policies in the Public Health Sector in Peru," authored by Rony Lenz and Betty Alvarado. The aforementioned text proposes an agenda. The relevant question is whether or not this leads to the construction of a healthier and more supportive country with the poorest. From my point of view -at least, in the chapter dedicated to health-, it fails in the attempt for two fundamental reasons.
