Abstract

During the last 20 years, various governmental and non-governmental entities in Peru have made greater efforts to expand the irrigated agricultural frontier through irrigation projects. In the first place, we must point out that this eagerness has resulted in a certain neglect in terms of exploring the possibilities of rehabilitating the existing hydraulic infrastructures. Secondly, the approach that has been given in the executed irrigation projects has been an eminently technical option: the construction of a main canal and, sometimes, of some lateral canals, without giving attention or follow-up to the organizational use /productive of the irrigation system together with the beneficiaries.
